During the Wednesday, March 25, special meeting of the West Fargo City Commission, commissioners approved a resolution adopting emergency public hearing alternatives, a resolution adopting a moratorium relating to the retail sale of alcoholic beverages and discussed the public hearing alternatives that will be utilized during the pandemic.
Public meeting and public hearing alternatives
Public meetings, including the Board of City Commissioners, Planning and Zoning Commission, will be held virtually with the ability for interested persons the opportunity to provide comments to the governing bodies during public hearings. This action is being taken to follow the recommended social distancing guidelines implemented statewide in an effort to slow the spread of COVID-19.
To fulfill this resolution, public meetings will now be live streamed on the City of West Fargo’s YouTube channel and public access channel (channel 57 for Sparklight cable customers and channel 12 for MidCo cable customers). A conference line will be available for the public to participate in public hearings. Not all public meetings include a public hearing, which provides the right to address the governing body during the meeting. Details regarding whether the meeting includes a public hearing and a phone number to participate will be noted on the calendar appointment on the City of West Fargo’s calendar on www.westfargond.gov.
The City of West Fargo Board of Equalization scheduled 5:30 p.m. Tuesday, April 14, will also be live streamed on YouTube and the public access channel. Details on how to appeal a valuation to a board of equalization, will be published on https://www.westfargond.gov/208/Assessor. The City of West Fargo’s process was developed in consultation with assessors throughout the state.
Retail sale of alcohol
The moratorium relating to the retail sale of alcoholic beverages will allow licensed restaurants and bars to sell alcohol curbside, to-go and with delivery orders. Under this resolution, sealed cans or bottles of alcoholic beverages can be sold curbside, to-go and with delivery orders for establishment’s with on-sale liquor licenses. Delivery of the alcoholic beverages must be made by an employee of the liquor license holder and cannot be made by a third-party service. The delivery person must be at least 21 years old and must confirm the recipient of the delivery is at least 21 years old.
The moratorium went into effect immediately and expires 11:59 p.m. April 27, 2020.
